MRO vending (material dispensing)
18 January 2026Vending machine placement agreement
2 October 2026The special use permit is the municipality’s permission to install a vending machine on public land, for example on a pavement or a public square.
Function and area of use
Public roads, paths and squares serve primarily for traffic. Anyone who uses them for other purposes, such as a vending machine, needs a special use permit under the road law of the respective German federal state. The municipality’s public order, civil engineering or road traffic office is usually responsible.
The permit is granted for a limited period or subject to revocation and usually involves a fee. Many towns are cautious about vending machines in public spaces or refuse them because pavements must remain clear. If the vending machine stands on private land, for example against the wall of a building on your own property, no special use permit is required.
Advantages
- Legally compliant operation at publicly accessible locations
- Clarity about conditions such as minimum pavement width or lighting
- Predictable costs through fixed fees
Frequently asked questions
Do I need a special use permit for a vending machine on my own property?
No. The special use permit only concerns public land. On private land, you need the owner’s consent and may have to observe building regulations.
How long does approval take?
That depends on the municipality. Ask the responsible office early and submit dimensions, a site sketch and photos with the application.
